Good morning USET membership-
As discussed during last week’s Weekly Trump Administration Actions Impacts membership call, the current confusion and complications related to federal funding is also having an impact on USET. We are a recipient of federal funds that we then sub-award to many of you. Concerns related to the possibility of federal funds awards and draw delays or denials is necessitating a change and sharpening of our sub-recipient/contract process. We offer the following for clarity moving forward:
- As a reminder, as currently reflected in your sub-recipient agreements, payment of funds is ultimately contingent on the award and receipt of funds.
- Upon receipt of the Notice of Award (NOA), we will contact the sub-recipient and begin the process of getting the sub-recipient contract in place. However, to be clear, this is not the point in the process when funds will be distributed.
- Upon receipt of the draw of federal funds, USET will then begin the process of transferring funds in accordance with the sub-recipient contract terms.
