Dear USET/USET SPF Family,
The National Oceanic Administration Association (NOAA) has announced that it will reschedule one of its upcoming Tribal consultations on co-stewardship as outlined in the Joint Secretarial Order 3403 (JSO 3403). The purpose of JSO 3403 is to ensure federal lands and waters are managed in a manner that protects the treaty, religious, subsistence, and cultural interests of federally recognized Indian tribes with an emphasis on co-stewardship.
NOAA is interested in consulting with Tribal Nations on several issues related to JSO 3403, specifically seeking Tribal input and feedback on the following:
- The definitions of stewardship and co-stewardship in the context of a Tribal Nation;
- Examples of co-stewardship agreements that should be modeled or avoided;
- Involvement of Indigenous Knowledge in co-stewardship (i.e., agreements, work, decision-making); and,
- Any other thoughts and input that you may have for NOAA as we work collectively to advance the goals of JSO 3403, such as opportunities for further relationship building.

Date/Time: Tuesday, October 17, 2023 from 3:00pm to 5:00pm ET
NOAA will be accepting written comments through Thursday, November 9, 2023, which can be sent to Becky Cruze Lizama, NOAA Senior Tribal Liaison, at OLIA.Tribal@noaa.gov. Comments should be submitted with the email subject title, “Advancing Co Stewardship Consultation."
