Dear Members,
March has been a powerful reminder of the strength of our community and the growing impact of Pakistan’s tech ecosystem. From local initiatives to international platforms, the past month was filled with purpose-driven engagements that reflect our collective vision for a stronger digital future.
Our presence at the Game Developers Conference (GDC) 2025 in San Francisco brought Pakistan’s creative talent into the global spotlight. We also proudly took part in the 4th General Assembly of the Digital Cooperation Organization (DCO), where Pakistan was elected DCO Council President for 2026 — a major milestone for our digital diplomacy.
On the home front, meaningful dialogues with the Sindh Government, MoITT, and the British High Commission have laid the foundation for collaborative policy development and skills enhancement. The rollout of the 2025 Skills Survey, our new partnership with Google for game/app developers, and the submission of key policy documents like the Made in Pakistan Policy and Annual Budget Recommendations 2025-26 are crucial steps in shaping a business-friendly and future-ready ecosystem.

Game Developers Conference 2025
P@SHA led a high-impact delegation to Game Developers Conference (GDC) 2025, held from March 17-21 in San Francisco, USA. With 12 member companies representing Pakistan’s tech industry, the delegation showcased the country’s growing expertise in animation, gaming, and interactive entertainment.

✅ GDC Kickoff with OPEN Silicon Valley GDC 2025 began with an insightful discussion hosted by OPEN Silicon Valley, featuring PSEB CEO Abu Bakar, P@SHA CEC Member Hassan Bin Rizwan, and the GDC Delegation.
✅ Industry Insights from Mr. Hassan Bin Rizwan Mr. Hassan spoke about the rapid growth of Pakistan’s IT industry, emphasizing the potential of animation and gaming. He highlighted the immense opportunities for investment and encouraged the expat community to explore collaborations within the sector.
Pakistan’s presence at GDC 2025 reinforced its role as an emerging hub for gaming and animation, opening doors for global partnerships and industry growth.

Engagement with the British High Commission
On March 6, 2025, P@SHA Skills and Policy department held a strategic meeting with Fabian Hartwell, Regional Trade for Development Advisor – South, Central, and Southeast Asia at the British High Commission. The discussion was led by Aleem Abbas, Manager – Skills Development & Training, and Laraib Farhat, Manager – Policy & Government Relations. The meeting focused on potential collaboration in policy development and skill enhancement initiatives, exploring opportunities to strengthen bilateral cooperation between Pakistan and the UK in the technology and digital sectors.

P@SHA participated in 4th General Assembly of the DCO
At the 4th General Assembly of the Digital Cooperation Organization (DCO), Pakistan secured a pivotal role in shaping the global digital landscape. Minister of State for IT & Telecom, Shaza Khawaja, led the national delegation, advocating for the Digital FDI Initiative in collaboration with DCO & World Economic Forum.
Representing Pakistan’s dynamic IT industry, P@SHA actively participated in the discussions, reinforcing its role in driving digital transformation. With an impressive 27% annual growth in the tech sector, the Digital Nation Pakistan Act is paving the way for a future-ready economy, governance, and society.

Consultation with the Ministry of IT and Telecommunications (MoITT)
On March 19, 2025, the Ministry of IT and Telecommunications (MoITT) convened a consultation meeting with P@SHA to discuss the association’s feedback on the final draft of the Personal Data Protection Bill. The meeting was attended by members of P@SHA’s Government Relations Committee, including; Mr. Salman Dar – CEC Member, Dr. Naveed – Co-Founder & COO, Teresol Pvt. Ltd and Ms. Laraib Farhat – Manager, Policy & Government Affairs
During the discussion, P@SHA’s key concerns were acknowledged, and MoITT assured that the proposed recommendations would be incorporated into the final draft of the legislation. This engagement underscores P@SHA’s proactive role in shaping a balanced and business-friendly data protection framework in Pakistan.

Made in Pakistan Policy – Submission to MoITT
The P@SHA Policy Team, in consultation with the Government Relations Committee, has formally submitted a draft of the Made in Pakistan Policy to the Ministry of IT and Telecommunications (MoITT).
The draft is currently under review by the Ministry and will serve as the foundation for legislative development. The policy aims to strengthen the local IT industry, promote indigenous innovation, and address the trade imbalance by optimizing import-export dynamics.
This initiative underscores P@SHA’s commitment to fostering a self-reliant digital economy and driving sustainable growth within Pakistan’s technology sector.

P@SHA Chairman meeting with Sindh IT Secretary
On March 12th, 2025, P@SHA Chairman Sajjad Syed had a productive and impactful meeting with the Sindh Government’s Secretary of Science & Information Technology, Noor Ahmed Samoo, and Member of IT Industry Development, Ayaz Ahmed U., at the Sindh Secretariat, Karachi.
The meeting discussion focused on strengthening collaboration between the IT industry and the Sindh Government, addressing regulatory challenges, and fostering the growth of indigenous IT products and services. As the Sindh Government offers multiple opportunities for digital innovation, the goal is to create a more cohesive and supportive ecosystem for IT companies.
To take this initiative forward, a joint task force will be formed to enhance coordination, build trust, and facilitate IT companies' active participation in government-led projects, ensuring transparency and fair competition.

Strengthening Pakistan-China Tech Ties!
Mr. Muhammad Umair Nizam, Senior Vice Chairman of P@SHA, met with the President of the Guangdong Software Industry Association (GDSIA) and the Chairman of the Tianhe & Tianshuo Software and Information Industry Association, Guangzhou.
They discussed opportunities for collaboration between Pakistan and China’s tech companies, focusing on innovation, business growth, and stronger partnerships.
This marks a promising step in creating new opportunities and strengthening the technology sector in both countries!

P@SHA CEC Members Appointed to Key National Roles in Tech & Youth Development
We’re proud to share two exciting updates showcasing the growing impact of P@SHA leadership across Pakistan:
🔹 Dr. Sonia Saleem, P@SHA Central Executive Committee (CEC) Member, has been nominated as the Focal Person on EdTech & Employability to Rana Mashhood Ahmad Khan, Chairman of the Prime Minister's Youth Programme (PMYP).
In this pivotal role, Dr. Sonia will collaborate with stakeholders to create meaningful employment opportunities, strengthen the PMYP’s impact, and bridge the gap between academia and industry by empowering youth with in-demand skills.
🔹 Ms. Nadia Iqbal, also a P@SHA CEC Member, has been appointed as a Member of the Gilgit Baltistan Information Technology Board for a term of three years.
Her wealth of experience in the tech sector will help shape the region’s digital future, foster innovation, and unlock new opportunities for the youth and entrepreneurs of Gilgit Baltistan.
These appointments reflect the continued trust in P@SHA’s leadership to contribute to national policy and digital development.

P@SHA is pleased to present its Annual Budget Recommendations for the financial year 2025-26. As a yearly publication, the budget recommendations serve as a roadmap for policymakers to enable a business-friendly environment, boost IT exports, and accelerate digitalization in Pakistan.
The budget proposal focuses on tax exemptions and deductions with a single objective: to double Pakistan’s IT and ITeS exports by the next fiscal year. This document serves a dual purpose—proposing favorable policies to the government and raising awareness within the IT industry.
These recommendations aim to promote a thriving digital ecosystem, attract investment, and propel the sector’s growth, positioning Pakistan as a global IT hub.
