As we reflect on the remarkable momentum of May 2025, the CEC is proud to witness P@SHA’s growing footprint, both nationally and globally. From commanding presence at GITEX Europe in Berlin to strengthening cybersecurity readiness through strategic partnerships, each initiative has reinforced our collective vision: to position Pakistan as a formidable force in the global tech arena.
Our delegation’s impact at GITEX Europe was a testament to the innovation, talent, and determination that define Pakistan’s tech industry. For the first time, P@SHA had its own dedicated booth at the event, marking a significant milestone in our international presence. With support from key government stakeholders and development partners, we celebrated not only global recognition but also built crucial bridges for business growth, partnerships, and exports.
At home, our policy and advocacy teams remained proactive, engaging with the FBR, PTA, and the Ministry of IT to ensure our members’ interests are heard and represented in critical forums. We also contributed to shaping progressive narratives on tax reforms, digital policies, and VPN frameworks, all aimed at creating a more enabling environment for our ecosystem.
In a significant milestone, P@SHA signed two strategic MoUs, one with the National Centre for Cyber Security (NCCS) to bolster cybersecurity collaboration and strengthen the industry-academia nexus, and another with the Asian Development Bank (ADB) to drive inclusive, tech-enabled development through policy research, skills training, and innovation-focused programs.
We are particularly proud of the initiatives around capacity building and community strengthening, from relaunching the P@SHA Startups Community to advancing skill development in partnership with the British Council and HEC. These efforts reflect our long-term commitment to inclusive and sustainable growth.
As always, we are grateful to our members for their trust and active engagement. The road ahead is promising, and with your continued support, we are confident in our ability to scale new heights.

Delegation to GITEX Europe - Berlin 2025!
P@SHA proudly represented Pakistan’s thriving tech industry at GITEX EUROPE 2025, held in Berlin from May 21–23, with an impressive delegation of 10+ companies and 10+ delegates.
Day 1 Highlights
Innovation and meaningful networking took center stage as the P@SHA Booth attracted global visitors and industry leaders. The delegation, led by Former Chairman Muhammad Zohaib Khan, made a strong impression at the Pakistan Pavilion, promoting the immense potential of Pakistan’s digital ecosystem.
Later that evening, Pakistan Night at GITEX Europe became the crown jewel of the day. Hosted by H.E. Saqlain Syedah, Ambassador of Pakistan to Germany, and supported by Tech Destination Pakistan, PSEB, TDAP, P@SHA, MoITT, and SIFC, the event celebrated the brilliance of Pakistani innovation. Insightful remarks were delivered by Muhammad Zohaib Khan and Shahbaz Hameed (Director BDP, PSEB), setting the tone for a vibrant tech future.
Day 2 & 3 – Global Exposure and Strategic Networking
The momentum continued with active B2B matchmaking sessions, impactful discussions at the Pakistan Pavilion, and enthusiastic engagement at the P@SHA Booth. Delegates had the opportunity to explore potential partnerships, attract investments, and position their offerings on a global stage.
Throughout the event, P@SHA served as a key facilitator in building connections between Pakistani tech firms and international stakeholders, reinforcing our commitment to driving export-led growth in the IT sector.

On May 27, 2025, P@SHA and the National Centre for Cyber Security (NCCS) signed an MoU at AIR University to strengthen collaboration in the field of cybersecurity. This partnership aims to enhance industry-academia cooperation, promote indigenous cybersecurity solutions, and reinforce Pakistan’s overall cyber ecosystem.
The MoU was signed by Ali Hasani, Secretary General, P@SHA, and Dr. Ammar Masood, Director NCCS & Dean Faculty of Computing & AI, AIR University.
The signing ceremony took place during the Opening Ceremony of the Annual Final Year Projects Expo at AIR University, where Dr. Sonia Saleem, CEC Member & Chair, Diversity & Inclusion Committee, P@SHA, served as the Chief Guest.

We are proud to announce the signing of a strategic Memorandum of Understanding (MoU) between the Pakistan IT Industry Association (P@SHA) and the Asian Development Bank (ADB) to jointly promote technology-driven development, digital inclusion, and sustainable growth in Pakistan.

HBL P@SHA hosted a high-impact roundtable on the future of smart farming in Gilgit Baltistan titled “𝐀𝐠𝐫𝐢𝐓𝐞𝐜𝐡 𝐅𝐫𝐨𝐧𝐭𝐢𝐞𝐫𝐬: 𝐒𝐜𝐚𝐥𝐢𝐧𝐠 𝐒𝐦𝐚𝐫𝐭 𝐅𝐚𝐫𝐦𝐢𝐧𝐠 𝐢𝐧 𝐆𝐢𝐥𝐠𝐢𝐭 𝐁𝐚𝐥𝐭𝐢𝐬𝐭𝐚𝐧” at the Start-up Summit organized by Accelerate Prosperity - An AKDN Initiative. The event brought together AgriTech startups, policymakers, researchers, and development partners to explore innovation-led solutions for one of Pakistan’s most promising yet underserved regions.
While GB is known for its natural beauty and high-value crops, the real challenge—and opportunity—lies in fixing the agricultural supply chain. From logistics to market access, tech-driven solutions can unlock GB’s agri-potential.
The roundtable was led by Kashif Hussain (Policy & Research Lead, P@SHA) and supported by Zain Tariq (Industry Engagement Manager). The session spotlighted insights from the P@SHA Agri-Tech Report 2024 and brought together policymakers, startups, and sector experts to shape a smarter, tech-driven farming future.
Insights from the roundtable will inform an upcoming policy paper to support GB’s agri-transformation. Together, we’re making tech work for those who feed us.

HBL, P@SHA, and Gilgit Baltistan Software Houses Association (GBSHA) co-hosted a high-impact roundtable titled "𝐅𝐮𝐭𝐮𝐫𝐞 𝐅𝐫𝐨𝐧𝐭: 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬𝐞𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐄𝐫𝐚" as part of the Accelerate Prosperity - An AKDN Initiative Startup Summit, held at Ramada Hotel, Gilgit. marking a significant step toward inclusive dialogue and multi-stakeholder engagement for strengthening the digital economy in Gilgit-Baltistan (GB).
Led by Ms. Nadia Iqbal, CEC Member, P@SHA Chairman Anees Amin, and Co-chair Sardar Naeem GBSHA, the roundtable was joined by the Secretary IT, GB, Mr. Riaz Ahmad, along with the key stakeholders senior government officials, representatives of development organizations, industry leaders, tech entrepreneurs, academia, and local innovators. Moderated by Kashif Hussain (Policy & Research Lead, P@SHA), Zain Tariq (Manager, Industry Engagement, P@SHA), and Mohsin Amir (Director, IdeoMetrix | GBSHA | AKF).
A presentation based on P@SHA's ongoing 𝐂𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐯𝐞 𝐒𝐮𝐫𝐯𝐞𝐲 𝐟𝐨𝐫 𝐆𝐢𝐥𝐠𝐢𝐭-𝐁𝐚𝐥𝐭𝐢𝐬𝐭𝐚𝐧 𝐈𝐓 & 𝐈𝐓𝐞𝐒 𝐒𝐞𝐜𝐭𝐨𝐫 𝐃𝐢𝐚𝐠𝐧𝐨𝐬𝐭𝐢𝐜 𝐑𝐞𝐩𝐨𝐫𝐭 in Collaboration with Gilgit Baltistan Software Houses Association (GBSHA). Mr. Riaz Ahmad, Secretary IT, Government of GB, addressed the strategic efforts being undertaken to enable digital transformation in the region. He acknowledged energy constraints, poor connectivity, and limited infrastructure as key roadblocks but highlighted several ongoing and upcoming initiatives by the government to address these issues. His remarks emphasized phased development strategies, policy reform, and a public-private collaboration model to accelerate tech readiness in GB. Ms. Zahra Noreen (CEC Member GBSHA) and others from the local tech community actively highlighted:
● The growing talent pool in GB and the entrepreneurial spirit that drives many local startups. ● Key ecosystem challenges, including inadequate infrastructure, lack of structured investment, skill mismatches, and low commercial integration. ● The urgent need for digital infrastructure, regulatory incentives, and a policy environment tailored to GB’s geographic and socio-economic context. ● Opportunities to position GB as a remote work hub and innovation district for digital nomads and distributed companies.
Representing AKRSP, Mr. Noor Ul Amin clarified the role of development organizations as enablers rather than direct ecosystem drivers. He shared:
● A shift in AKRSP’s skill development strategy towards market-oriented, employer-led programs. ● The existence of eight operational IT hubs under AKRSP across GB, serving as grassroots innovation and learning centers. ● A vision to link skill-building with entrepreneurship and job creation, grounded in local needs.
On behalf of Accelerate Prosperity, Ms. Rohma Labeeb (Country Director) emphasized AP’s holistic support to entrepreneurs across sectors — from green energy to tech — and across stages, including ideation, incubation, and acceleration. She appreciated the recent meeting with GBSHA, reaffirming AP’s long-term commitment to supporting tech startups in GB through capacity-building and market access programs.
The roundtable served as a milestone in coalescing diverse voices to shape the future of GB’s digital economy. It reinforced the urgent need for cross-sector collaboration, targeted investments, and policy alignment to unlock the region’s potential. The insights shared will not only inform strategic roadmaps but also act as a catalyst for actionable programming, enabling GB to emerge as a vibrant contributor to Pakistan’s digital growth story.

Press Conference on Budget 2025-2026
On May 20th, P@SHA held a press conference to share its budget recommendations for the year 2025–26. P@SHA Chairman Sajjad Syed praised the Government of Pakistan for its continued efforts to support the IT industry and highlighted P@SHA’s role as the voice of the IT and ITeS community in the country.
𝐊𝐞𝐲 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 𝐟𝐫𝐨𝐦 𝐏@𝐒𝐇𝐀'𝐬 𝐁𝐮𝐝𝐠𝐞𝐭 𝐑𝐞𝐜𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧𝐬:
• 𝐀𝐝𝐝𝐫𝐞𝐬𝐬𝐢𝐧𝐠 𝐓𝐚𝐱 𝐈𝐧𝐜𝐨𝐧𝐬𝐢𝐬𝐭𝐞𝐧𝐜𝐢𝐞𝐬: P@SHA emphasized the need to remove inconsistencies in the tax system and improve tax collection mechanisms to create a more business-friendly environment.
• 𝐋𝐨𝐧𝐠-𝐓𝐞𝐫𝐦 tax 𝐏𝐨𝐥𝐢𝐜𝐢𝐞𝐬: The association called for the development of long-term tax policies that would provide better returns on investments.
• 𝐏𝐨𝐥𝐢𝐜𝐲 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 𝐔𝐩𝐝𝐚𝐭𝐞𝐬: P@SHA called for updates to existing policy frameworks against the outdated labour laws and EOBI to better align with the needs of the digital era.
These recommendations aim to double Pakistan’s IT and ITeS exports by the next fiscal year, positioning the country as a global IT hub!

P@SHA-FBR Webinar: Strengthening IT Sector Engagement in FBR’s Digitization
On May 7, 2025, P@SHA, in collaboration with the Federal Board of Revenue (FBR), hosted an informative webinar aimed at enhancing engagement between the IT industry and FBR. The session was facilitated with the support of the Ministry of IT & Telecom (MoITT), the Special Investment Facilitation Council (SIFC), and the Pakistan Software Export Board (PSEB).
FBR officials shared valuable insights on how IT companies can participate in the RFPs in FBR’s digitization and leverage the opportunities for the IT sector.

Consultation on VPN Registration Framework
On May 7, 2025, the Pakistan Telecommunication Authority (PTA) hosted a stakeholder consultation at its headquarters in Islamabad to discuss updates and challenges related to the VPN registration framework. The meeting brought together representatives from the Ministry of IT & Telecom (MoITT), the Securities and Exchange Commission of Pakistan (SECP), the Pakistan Freelancers Association (PAFLA), and P@SHA.
Representing P@SHA were Dr. Naveed Ahmad (Member GRC) and Laraib Farhat (Manager Policy & Government Affairs). PTA shared that while licenses have recently been issued to authorized VPN service providers, a significant volume of VPN traffic remains unregistered, raising potential risks of service disruptions if illegal VPNs are blocked. PTA emphasized the importance of compliance and urged industry stakeholders to sensitize their members and users.
P@SHA and PAFLA assured PTA of their support in communicating with members to ensure proper registration. Additionally, SECP expressed interest in exploring mechanisms to link VPN compliance with the company registration process, enhancing regulatory alignment moving forward.

P@SHA’s Policy & Government Affairs Lead Selected as South Asia Visiting Fellow at the Stimson Center
We are proud to share that our Policy & Government Affairs Lead, Gulraiz Iqbal has been selected as a 2025 Visiting Fellow for the South Asian Voices (SAV) program at the prestigious Stimson Center in Washington, D.C.
This highly competitive fellowship brings together emerging thought leaders working on critical strategic and policy issues in South Asia. Gulraiz is one of the only two Pakistanis selected for this fellowship this year. As part of the program, our team members will contribute research on Artificial Intelligence Governance in the region—drawing from their work at P@SHA, where they have contributed to national and international policy engagements on technology regulation, internet governance, and the digital economy.
This selection is a strong recognition of P@SHA’s growing role in global policy conversations and reaffirms our commitment to representing Pakistan’s IT industry on international platforms.

P@SHA & NCCS: Advancing Cybersecurity for Pakistan’s Digital Future!
On May 2nd, 2025, P@SHA CEC Member Mr. Mohammad Munaf Majeed (Chair, Cybersecurity Committee | Co-Chair, Industry Engagement Committee) had a productive meeting with Dr. Ammar Masood, Director of the National Centre for Cyber Security (NCCS) and Dean of the Faculty of Computing & Artificial Intelligence (FCAI) at Air University, Islamabad.
The meeting focused on aligning national cybersecurity research with industry needs and developing local solutions through collaboration between the public and private sectors. The meeting resulted in the formation of a joint PASHA-NCCS cybersecurity working group, the creation of a national think tank to promote "Made in Pakistan" cybersecurity products, and supporting NCCS’s research projects for commercialization.The meeting also highlighted the importance of combining academic research with industry expertise to make cybersecurity solutions more practical and effective.
This collaboration marks a major step in strengthening Pakistan’s cybersecurity and creating a safer digital future through innovation!

P@SHA & SBP Meeting
On May 16, 2025, P@SHA and the State Bank of Pakistan (SBP) held a collaborative meeting at NASTP, Karachi, to discuss the Regulatory Sandbox framework for Fintechs. The focus was on promoting innovation while ensuring regulatory compliance in Pakistan’s evolving digital financial landscape.
SBP was represented by Mr. Muhammad Faisal Mazhar and his team from the Digital Innovation & Settlement Department, while P@SHA was represented by Secretary General Ali Hasani and CEC Members Salman Dar and Usman Akbar (online), along with former Chairman Shahzad Shahid, former CEC Member M. Azam Mughal, Dr. Naveed Iqbal, and Ms. Filza Maniar (in-person).
SBP agreed to share further information, and both organizations will co-host a webinar to guide P@SHA members on participating in the Sandbox and explore opportunities for the IT industry.
This initiative marks a significant step in fostering a progressive and compliant fintech ecosystem in Pakistan.

On May 17, 2025, P@SHA CEC Member and Chair of the Cybersecurity Committee, Mr. Mohammad Munaf Majeed, was invited as Guest Speaker at the 2nd episode of The Leaders Talk - TLT, Pakistan’s leading HR and leadership conference organized by HRPN and TLN at PC Hotel, Karachi.
Under the theme “Leadership Redefined: The Future of Work 2030,” Mr. Munaf shared insights on evolving leadership trends, emphasizing emotional intelligence, lifelong learning, and the role of technology in leading teams effectively.

Skills Committee
British Council’s Launch of Gender Skill Gap and Market Need Analysis
P@SHA Skills Team, along with the Diversity and Inclusion Chair and Skills Committee member Dr. Sonia, attended the launch of the “Gender Skill Gap and Market Need Analysis” Report for KP Balochistan and GB. P@SHA’s skills survey from 2023 was one of the key sources for the insights in the report. P@SHA Skills Team has been in close coordination with the British Council in the execution of the EU's TVET Sector Support Programme during the data collection for the report, as well as the QDC sessions held in the target provinces.

British Council Qualification Development with HEC
P@SHA-nominated industry experts collaborated with the British Council and the Higher Education Commission (HEC) to support the development of qualifications for Full Stack and Game Development programs at the BS and MS levels.
