QAPIP: Quality Assessment Performance Improvement Plan
As we wrap up the calendar year, the CMHPSM Quality Team begins work on evaluating our Quality Assessment Performance Improvement Plan (QAPIP) performance for the previous fiscal year and updating the plan for the upcoming fiscal year. These documents can seem pretty daunting – last year’s version included an 87-page evaluation of Fiscal Year 2024 and 72-page plan for Fiscal Year 2025 – but simplified, these documents detail the various ways the region and all of its providers work to improve care and outcomes for the individuals served. Through a combination of metrics and planned actions, the QAPIP addresses:
1. Access to care:
Who is getting services?
How efficiently (time and effort) are we getting people in the door to have their needs addressed?
What barriers are there to getting services?
What can we address to make getting services easier?
2. Care provision:
What clinical guidelines do we use to provide our services, and how do we determine best practices?
How are we identifying and serving vulnerable individuals?
How are we making sure our providers are qualified, safe, skilled, and effective?
How are we addressing serious incidents or events that pose risks to the individuals we serve or to our providers?
How are we verifying that the care we authorize is being competently given?
How can we better address the needs of diverse individuals?
How are we ensuring compliance with governing laws, policies, and regulations?
3. Satisfaction with care:
How do the individuals we serve feel about the care they receive?
How are we getting input from the individuals and communities we serve?
How well are we communicating with the individuals we serve?
What kinds of problems are individuals reporting with their care?
How quickly and effectively are we resolving those problems?
4. Care outcomes:
Are we getting people what they need: the right services, at the right time, at the right level of care, and for the right duration?
When we deny services, are we making those decisions correctly and communicating them quickly and effectively?
How are we addressing care for individuals who need long-term support?
Are we seeing changes in our population over time?
Are we seeing decreases in restrictive settings and interventions and increases in health and autonomy?
Currently, the Fiscal Year 2024 QAPIP Evaluation and Fiscal Year 2025 QAPIP Plan are available on our website at https://www.cmhpsm.org/quality. Look for our newest editions of the Evaluation and Plan in the spring, following their approval by the organization and submission to the state for review.
