The Federal Permitting Improvement Steering Council (‘FPISC’ or ‘the Council’) was established in December 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41) (P.L. 114-94). The Council has issued a Dear Tribal Leader Letter (DTLL) announcing Tribal consultations on it’s Draft Recommended Best Practices on Enhancing Early Tribal Engagement. The dates, times, and registration link for the consultations are provided below. Although the DTLL states that the Zoom meeting attendee capacity for each consultation has been capped to 100 participants, USET SPF has been informed that attendee caps will be expanded if registration exceeds 100 registrants for any of the sessions. The registration deadline for these consultation sessions is by 11:59pm ET on Monday, April 25, 2022.

FPISC facilitates coordinated federal environmental reviews and authorizations for FAST-41 covered infrastructure projects. These include renewable and conventional energy production, electricity transmission, surface transportation, aviation, ports and waterways, water resource projects, broadband, pipelines, manufacturing, mining, and carbon capture.
