What is the WRGF?

The Wellington Regional Growth Framework (WRGF) team has been working with our partners to develop a spatial plan which brings together a long-term vision for how the region will grow, change and respond to key urban development challenges and opportunities.

We’re looking at how we can achieve the best outcomes for the region over the next 30 to 100 years.

The website is now live!

We're very excited to share our website with you. It contains everything you need to know about the Wellington Regional Growth Framework all in one place. We’ll be adding to the website as the project progresses.

Foundation Report released

We’ve recently released our Foundation Report which outlines the context for the development of the regional spatial plan and identifies the key challenges for growth in our region.

The challenges include the lack of sufficient and affordable housing supply and choice, our vulnerability to the impacts of natural hazards and climate change, the inequitable access to social, educational and economic opportunities across the region, and the fact that mana whenua and Māori in the region have poor access to affordable housing choices. 

The report is a living document and will be updated as new information becomes available.

Covid-19

The response to COVID-19 is everyone’s focus at the present time, and we expect that it will exacerbate many of the challenges for the region outlined in the Foundation Report.

Covid-19 gives us an opportunity to reflect on our regional priorities as we plan for the future. We are aware that a lot of analysis is taking place around the country, and that Waka Kotahi NZ Transport Agency is also undertaking a review of Arataki which is its 10-year plan to deliver on the government’s current priorities and long term objectives for the transport agency.

The WRGF Project Director has been working closely with the region’s Councils to understand how our COVID-19 response can support improved regional outcomes.

Working together

Since November 2019, the Framework team has been engaging with mayors and councillors, local and regional councils, central government, the region’s iwi and stakeholder organisations. The team has held a number of workshops with interest groups and industry organisations representing different sectors of our population; including those from farming, business, education, health, three waters and urban development sectors.

Next steps

We’ve taken on board the feedback from all the workshops and we’re now working on the next phase of the project, which includes assessing Urban Development options.

We are working to develop:

  • An Options Report, including quantitative and qualitative analysis of options and GIS feasibility mapping. 
  • A Constraints Mapping Report, including areas of the region which should be protected from urban development in perpetuity.

This work will lead to the development of a draft Growth Framework which we will be consulting on in the future.
