MESSAGE

from the Chairperson of Purnomo Yusgiantoro Center

Greetings from the Purnomo Yusgiantoro Center (PYC)!

Time flies quickly as we arrive at the third quarter 2019. The Center had many occasions from research to social initiatives in the last 3 months. On the social front, there was the 4th Junior Chess Championship of “Purnomo Yusgiantoro Cup” to commemorate the 74th Indonesia’s Independence Day. This year, the championship was held at Satriamandala Museum, and it was the first time we held it outside our office. Also, there was a growing number of participants  up to 160 children as we expand the competition age group to 11 years old.  The Minister of Youth and Sports of the Republic of Indonesia attended the event and delivered an opening speech.

Our research for this quarter involved several activities. First, the PYC research team with the Indonesia Defense University (IDU) and IPS Bulgaria had a successful research collaboration, marked by the installed solar panel at Sorong, Papua at the beginning of September 2019. Another research is an on-going process on the feasibility study of implementation on a mini LNG in one of the oil and gas fields in Sumatra. There were also formal invitations to get recommendations from PYC regarding on some energy policies in Indonesia. The Center also sent two researchers to participate in the Student Energy Summit (SES) London in July 2019. 

As for the publication, we are glad to announce that we have published The Indonesian Journal of Energy (IJE), IJE Vol. 1 No. 2 (2019). This journal consists of papers that have been peer-reviewed rigorously to ensure their quality. We congratulate authors who successfully pass the review and their papers being published in the journal.

In the near future, PYC will hold an exciting event for millennials participants, and the event will be in the form of a Focus Group Discussion (FGD). The FGD aims to increase the awareness of the millennial generation about energy security in Indonesia. We also will broadcast exciting topics on energy on our podcast as the Center's newest program. Hopefully, the program will contribute greatly to enrich knowledge of its audience on Indonesia's energy sector.

We also would like to remind you that the PYC International Energy Conference (IEC) will be held on November 13, 2019. This year, we have PYC Energy Award and PYC IEC Competitions as part of the event and with prizes for the winners. EVENTS IN ENERGY SECTOR

“PYC DELEGATES ATTENDED INTERNATIONAL STUDENT ENERGY SUMMIT (SES) 2019 IN LONDON"

As an energy research center in Indonesia, PYC aimed to participate actively in the energy program on a global scale. International Student Energy Summit (SES) is a biennial event held by Student Energy which empowering young generations who have the willingness to accelerate the energy transition for sustainable future.

This year, Prof. Purnomo Yusgiantoro was invited as a plenary speaker on the “Diversity as a Key: Unlocking Sustainable Future.” The event was held at Imperial College London on July 17-20, 2019 and attended by more than 700 students and young professionals from around the world. Along with Prof. Purnomo Yusgiantoro, PYC also sent three delegates to attend the SES; Massita Ayu Cindy and Diwangkara Bagus Nugraha as PYC’s researcher as well as Muhammad Indra al Irsyad as the winner of PYC’s Paper Competition.

The event brought various programs such as plenary session, student presentations, innovation jam, poster presentation, and workshop to facilitate discussions between delegates and widen their perspectives regarding energy issues worldwide. One of the most important factors that should be considered in the energy transition is the affordability of the energy price, especially for developing countries. While it is important to force clean energy as the primary goal for sustainable future, there are people, based on Maslow Theory, who still struggle to afford basic needs such as food, water, warmth and rest. At this stage, it is almost impossible to put a sustainable energy consideration on their daily activities. In this regard, fossil energy will likely still dominating global energy mix in the future since it is the cheapest energy source due to the mature technology compared to renewable energy. Although some renewable energy costs keep decreasing, for instance, solar and wind power generator, they are highly dependent on the specific potential of an area and face an intermittency problem. Thus, it is essential to carefully design an inclusive energy transition where everyone, regardless of their location, income, race, gender, and background can access clean energy easily.

“MEET THE LEADER SERIES

WITH PROF. PURNOMO YUSGIANTORO"

Young Indonesian Professional Association (YIPA) and Purnomo Yusgiantoro Center (PYC) hosted Meet the Leader series event with Prof. Purnomo Yusgiantoro as the guest. The event was held in Plantation Place, London on July 18, 2019. Prof. Purnomo shared his experiences working in Indonesia’s government and provided his insights on leadership. The participants were around 40 people, whom mostly consisting Indonesian professionals and students living in London. Steven Marcelino, the Executive Director of YIPA, led the evening discussion with Prof. Purnomo.

"PYC-UNHAN-IPS RESEARCH COLLABORATION IN SORONG WEST PAPUA"

International Power Supply (IPS) officially handed over the Solar Home System (SHS) pilot project to Indonesia Defense University (UNHAN/IDU) as a grant program for the use in Sorong military post on August 27, 2019. The grant from IPS was a 10 kWh solar system with three main components, namely 28 x 345 Wp solar panels, 24 x 2317 Ah batteries and a hybrid power converter (Exeron). This event is the final result of the research collaboration of three institutions, namely IPS, IDU, and The Purnomo Yusgiantoro Center (PYC). IDU as an educational institution and PYC as an independent research institution collaborating with IPS companies from Bulgaria researched the potential of renewable energy to create a SHS pilot project in Sorong, West Papua. This research collaboration was previously initiated by the Indonesian Ambassador of Bulgaria, Her Excellency Sri Astari Rasjid, and Prof. Purnomo Yusgiantoro (Founder of PYC) in 2017.

“FEASIBILITY STUDY OF 

MINI-LNG IN INDONESIA"

In August 2019, PYC researchers went to conduct a feasibility study about the utilization of flare gas for mini-LNG in an oil and gas production facility in South Sumatera. The field visit was done to survey the field location, the local infrastructures, and to interview some stakeholders surrounding the facility. PYC focuses on the prospect of developing a mini-LNG in Indonesia by assessing its social, legal and economic aspects.

“INDONESIA OIL AND GAS PRODUCTION FACILITY FORUM:

THE INNOVATION AND TRANSFORMATION OF OIL AND GAS PRODUCTION FACILITY TOWARDS INDUSTRY 4.0"

Association of Oil and Gas Production Facility (IAFMI) held their annual meeting “Indonesia Oil and Gas Production Facility Forum (FFPMI)” on July 9, 2019, in Semarang. The theme for this event was “The Innovation and Transformation of Oil and Gas Production Facility towards Industry 4.0.” This event was attended by the government, experts, and practitioners in the oil and gas industry. Purnomo Yusgiantoro Center (PYC) was also invited and participated in the meeting.  As one of the events, Prof. Purnomo Yusgiantoro, the Founder of PYC, delivered his speech, and he brought the national energy resilience in facing industrial revolution 4.0 as his topics. He highlighted that Indonesia needs to apply the technology appropriately according to national capability. The purpose of the appropriate technology implementation was to achieve sustainable development for the national future. The other speakers were from Boston Consulting Group (BCG), Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), Petronas, British Petroleum, Pertamina, and so forth.

“IMPLEMENTATION OF REGIONAL ENERGY POLICY (RUED) FOR SUSTAINABLE ENERGY RESILIENCE"

A national energy seminar “Implementation of Regional Energy Policy (RUED) for Sustainable Energy Resilience” was held by Graduate School of Diponegoro University (UNDIP) on 9 July 2019 in Semarang. This event was attended by lecturers and students of UNDIP and other universities, the Purnomo Yusgiantoro Center (PYC), NGOs, private industries, government representatives, and the public. Prof. Purnomo Yusgiantoro, the Founder of the Purnomo Yusgiantoro Center (PYC), delivered the keynote speech “Energy Resilience to Support National Security”. Afterward, government and NGO representatives presented some key insights on the energy and implementation of RUED in Indonesia.

“FOCUS GROUP DISCUSSION (FGD):

PROSPECTS FOR THE DEVELOPMENT AND IMPROVEMENT OF NATURAL GAS UTILIZATION IN KALIMANTAN, THROUGH THE CONSTRUCTION OF TRANS KALIMANTAN TRANSMISSION PIPELINE"

The Downstream Oil and Gas Regulatory Agency (BPH Migas) held a Focus Group Discussion (FGD) session for two days on 31 July – 1 August 2019 in Palangkaraya, Central Kalimantan. The event discussed about the plan for pipeline transmission and distribution of gas development in Kalimantan. The FGD purpose was to accelerate the development plan and utilization of natural gas in Kalimantan with the development of transmission and distribution pipeline. The FGD involved many parties, consisted of the House of Representative (DPR RI), Regional Representatives Council (DPD RI), local governments, business entities and investors, and academics. The  Purnomo Yusgiantoro Center (PYC) representative, Akhmad Hanan, was invited as one of the academic representatives to present the role of academics in implementing the development plan of trans-Kalimantan natural gas transmission and distribution pipeline.

“ENERGY INVESTMENT IN INDONESIA IN THE ERA OF LOW CARBON ECONOMY:

CHALLENGES & OPPORTUNITIES"

Purnomo Yusgiantoro Center (PYC) together with Padjajaran University and the University of Dundee organized a joint seminar with themes “Energy Investment in Indonesia in The Era of Low Carbon Economy: Challenges & Opportunities.” The seminar was held in Padjajaran University, Jatinangor on 28 August 2019 and attended by students from various backgrounds and universities. Prof. Purnomo Yusgiantoro from PYC and Prof. Raphael Heffron from the University of Dundee were invited as keynote speakers. In his speech, Prof. Purnomo Yusgiantoro gave a brief overview of Indonesia’s energy sector especially related to the low carbon energy development. Meanwhile, Prof. Raphael Heffron explained the role of energy policy in predicting and driving the future of global energy development.

“INTERNATIONAL PETROLEUM FISCAL SYSTEM AND PRODUCTION SHARING CONTRACTS COURSES"


On 2 – 6 September 2019, one of PYC researchers, Massita Ayu Cindy attended courses about International Petroleum Fiscal System and Production Sharing Contracts Courses in Jen Tanglin Hotel, Singapore. The course was held for five days by Conference Connection and invited David Johnston as the trainer. David Johnston has been working with Government and oil companies together with Daniel Johnston & Co on contract design, financial analysis, negotiations, and expert witness work.

The course was started with the basic theory of international petroleum fiscal systems around the worlds, including Indonesia’s famous PSC Net Split (Production Sharing Contract), followed by some exercises both using manual calculation and excel model. Participants were free to request specific contract scheme explanations, especially within their country since there are thousand contract schemes existed. There is also explanation regarding Gross Split PSC scheme that currently applied in Indonesia and how it will affect the government takes, and contractor take.The regressive contract scheme will decrease government takes from time to time, while progressive contract scheme will help government to increase their take based on the contractor expenses. The course also recommends how to make contact scheme progressive since most of the existed contract scheme now days tend to act as the regressive contract scheme.

EVENTS IN DEFENSE SECTOR

“NATIONAL SEMINAR OF THE INDONESIAN ARMY TOWARDS 2045"

Indonesian army held a national seminar on the role of the Indonesian Army and the Global Challenges towards the transformation of 2045. The event was held in General Gatot Subroto Hall, Indonesian Army Headquarter, Jakarta, on 25 September 2019. The speakers were Prof. Purnomo Yusgiantoro (Founder of Purnomo Yusgiantoro Center (PYC)), Prof. Mahfud MD (Member of the Steering Committee of the Pancasila Development Board), AM Fachir (Vice Minister of Foreign Affairs of the Republic of Indonesia) and Askolani (Director General of Budgeting of the Indonesian Ministry of Finance).

Lieutenant General M. Herindra as Inspector General (Inspector General) of the Indonesian Army opened a national seminar on behalf of the Commander of the Indonesian National Army. In his address, the Army Inspector General said that this national seminar was the final series of various Focus Group Discussions (FGDs) that had been conducted by the Indonesian Army.

“Purnomo Yusgiantoro Center (PYC) held The 4th Junior Chess Tournament "Purnomo Yusgiantoro Cup" on Saturday, August 24, 2019, at Balairung Pahlawan Room, Satriamandala Museum, Jakarta. It aimed to celebrate the 74th Republic of Indonesia's Independence Day, and as a place for an exercise for Indonesian chess youth athlete to compete in future tournament nationally and internationally. The Chairperson of PYC, Mrs. Filda Citra Yusgiantoro, PhD, welcomed participants by reporting that the event was attended by 160 children of 9-year age group (KU9) and 11-year age group (KU 11) who came from many provinces around Indonesia. There was also one participant from India.

The tournament was opened by a brief chess match between The founder of PYC, Prof. Purnomo Yusgiantoro and the Minister of Youth and Sports of Indonesia, Mr. Imam Nahrawi, witnessed by the participants.

"PYC ATTENDED THE OPENING OF THE LOTUS SUTRA EXHIBITION"

On September 10, 2019, the Purnomo Yusgiantoro Center attended the opening of the Lotus Sutra Exhibition (Pameran Sutra Bunga Teratai) at the library of the University of Indonesia. The exhibition was organized by Soka Gakkai Indonesia, in collaboration with the University of Indonesia, National Museum of Indonesia, Dunhuang Academy (China), and The Institute of Oriental Philosophy (Japan). Many institutions also support this event; one of them is the Purnomo Yusgiantoro Center (PYC). It aims to introduce the philosophy of Lotus Sutra, a sacred scripture of Buddhism. There are original collections and replicas of manuscripts, paintings, rare Buddhist relics, and the imitation of Dunhuang cave.
