On 19 May 2022, GS1 and GS1 China, together with the Zhejiang Provincial Administration for Market Regulation (Zhejiang AMR), signed a joint announcement for a project that will implement 2D barcodes for millions of products in the Zhejiang province of China (65 million population). Over 7,000 food production companies will join the initiative and 200 stores of the largest merchandise retail chain in Zhejiang will undertake system upgrades to do POS checkouts with 2D barcodes. It is expected that by the end of 2023, 80% of all food companies in Zhejiang Province will have 2D barcodes printed on their products.

The two objectives of customs operations are to ensure the timely and eﬃcient clearance of compliant goods and the detection of non-compliant goods. With the rapid growth of international trade for various types and quantities of import and export commodities, eﬃcient supervision and customs clearance are increasingly challenging for customs agencies. Insuﬃcient product information and data errors lead agencies to treat many "light touch" products as "high risk", ultimately leading to unnecessary cargo inspections and cause the slow-down of goods across borders.
According to GS1 China's requirement, overseas companies manufacturing and distributing products in China will need to ﬁle in their barcodes with GS1 China and get veriﬁcation from GS1 Singapore. While in Vietnam, if signs of violation are found, the General Department of Vietnam Customs will conduct a physical inspection of goods and request the enterprise to present the authorisation to use the barcodes issued by the brand owner or foreign competent authority for review.
