Dear USET/USET SPF Family,
The Department of the Interior (DOI) has issued a Dear Tribal Leader Letter announcing Tribal consultations on the PROGRESS Act. Specifically, these Tribal consultations will focus on a proposed rule amending regulations governing implementation of subchapter IV of the Indian Self-Determination and Education Assistance Act (ISDEAA) and DOI’s Tribal Self-Governance Program. The Practical Reforms & Other Goals to Reinforce the Effectiveness of Self Governance & Self Determination for Indian Tribes (PROGRESS) Act required these updates. DOI has submitted the Proposed Rule to the Federal Register and once published it can be found here.
While several of the upcoming Tribal consultations on the PROGRESS Act are in-person and located outside of USET SPF’s region, DOI will also be hosting a virtual Tribal consultation. Details regarding this upcoming virtual Tribal consultation are as follows—
USET SPF has supported legislative amendments to ISDEAA to enhance DOI's Tribal Self-Governance Program for Tribal Nations. This is reflected by USET Resolution No. 2014:047, “Support Legislative Amendments to Titles I and IV of the Indian Self-Determination and Education Assistance Act.”

Comments in response to this Tribal consultation are due by Thursday, August 22, 2024 and can be submitted to consultation@bia.gov.
