The U.S. Department of the Treasury has announced that it will host a Tribal consultation on proposed supplementary broadband guidance for Tribal governments. This draft supplementary guidance is meant to provide additional clarification on the application of Uniform Guidance rules (2 CFR 200) for broadband infrastructure projects funded by the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) and the Capital Projects Fund (CPF). This draft supplementary guidance provides clarification on whether internet service providers selected by SLFRF and CPF recipients should be considered subrecipients or contractors; cost principles, procurement practices, and fixed amount subawards; the ownership of infrastructure constructed under an award; and audit and monitoring requirements.
