Both
legislative proposals are substantially similar and have the support of key
Members who can facilitate enactment. If passed, either piece of legislation
would ban the importation of Russian uranium 90 days after signed into law, subject
to the contemplated waiver provisions.
Even if Congress chooses not to enact the bipartisan,
bicameral legislation, the legislation puts pressure on the Biden
Administration to use its existing authority to accomplish the same ends,
however, that is not precisely what the Administration appears to be seeking. In
addition to prohibiting Russian uranium imports, the Administration is seeking
roughly $2 billion in support from Congress to support domestic commercial
enrichment. The legislation in both chambers, while not coming from the
appropriations committees, adds support to the Administration’s efforts.
