To keep you informed and updated about the COVID-19 situation, on April 15th, 2020, the State of Nuevo Leon published a Decree that establishes extraordinary actions to attend to the health emergency of the COVID-19 virus in the State of Nuevo Leon (the “Decree”):
In addition to the preventive measures issued by the Ministry of Heath on March 31st, 2020, the Governor of the State of Nuevo León established the following extraordinary action, applicable in all the State of Nuevo León:
I. The suspension of non-essential activities and public recreational spaces is extended until April 30, 2020, with the purpose to mitigate the propagation of COVID – 19; therefore, the authority will be performing the surveillance to verify the effective suspension of such activities. In case of non – compliance, suspension measures issued by the competent Authority will be applied.
II. Only those (a) activities that are directly necessary to attend the health emergency, (b) involved in public safety and public protection, in the defense of the state integrity and sovereignty; the prosecution and administration of justice ; and legislative activity at the state level, and (c) that provide supplies or provide services to essential activities, so that such activities are carried out correctly, may continue to operate.
In case of being part of the supply chain of essential activities, it will be necessary to reliably evidence such circumstances to continue operating. Thus, sufficient proof must be provided so that there is no doubt that the activities performed are part of the supply chain of an essential activity (e.g., quotations, purchase orders, invoices, catalog of products being commercialized that are essential, letters from the clients that perform an essential activity specifying that such activities are part of their supply chain, among others).
In addition to the above mentioned the supply chain must provide the corresponding information to the Federal Secretariat of Health, as described in Exhibit A, attached hereto.
III. Implement filters at the entrances and exits of work centers and establishments. In the case of supermarkets, the entrance will be limited to one person per family, trying to provide accessories to sanitize footwear.
IV. All the population residing in the State of Nuevo Leon, including those arriving from abroad or other national territories, are urged to stay 14-day at home.
V. The use of cloth mouth masks will be mandatory for the entire population of the State, and for anyone arriving from abroad or any other territory of Mexico, in the interior and exterior centers, and public transportation.
VI. It is forbidden the traveling or leisure activities in the outside.
VII. It is forbidden the visits to asylums, shelters for vulnerable people, voluntary isolation centers, and social rehabilitation centers, except in cases of extreme urgency, allowing communication by telephone or video call, as appropriate.
VIII. The scheduling of elective and outpatient surgeries is temporarily suspended, except in emergencies, in all public and private hospitals.
IX. After the expiration of the term of such measures, the authorities will issue instructions to return in an organized, stepped and on a per region basis to employment, economic and social activities in the State of Nuevo Leon.
Lastly, the Governor of Nuevo León appealed to the population to avoid any act of discrimination against patients and workers in the health sector who attend the COVID - 19 cases.
