NPO data collection for 2023

In February 2024, we emailed every Jersey registered NPO to complete an online data collection survey.

The submission deadline for this survey is 31 May 2024.

Please note that you can begin the survey, and then complete it at a later date. You can do this by using the “save and continue later” option at the end of each page of the survey.

The data collection is a short and simple survey. It should only take ten minutes to complete.

Jersey NPOs are diverse, and we appreciate not all questions will be relevant to all NPOs. If any questions are not applicable, please note them as ‘N/A.’

The purpose of the survey is to update our records on an annual basis, and ensure our NPO overview picture in Jersey remains accurate.

Does our NPO need to deregister?

As part of our continued engagement with the Jersey Charities Commissioner (JCC) we have been informed of a number of registered charities that recently de-registered with the JCC but remain active on our NPO register.

If you are an NPO you are required by law to register with us, whereas registering as a charity with the JCC is voluntary.

It is also worth noting that all charities are NPOs but not all NPOs are charities.

Both we and the JCC maintain our own registers, therefore if you have deregistered as a charity with the JCC, it is important to consider whether you also need to de-register as an NPO with us.

Any NPO (regardless of whether it is a registered charity) that wishes to deregister should follow our deregistration process.

Upcoming examination programme for 2024

We have selected a small number of prescribed NPOs to take part in our next examination programme.

If your NPO is selected for the examination there is nothing to be concerned about.

The NPOs selected will be contacted individually over the next few months to advise them of the process and next steps, offering them a chance to ask any questions.

The on-site visit will be undertaken in Q3 2024.
The topic of the upcoming thematic is “diversion."

As is usual following these visits, we will publish a feedback paper for the wider sector.

It is important to note that just because an NPO is required to register does not mean the NPO is then automatically subject to supervision or our examinations.

The definition of a prescribed NPO can be found in Article 1 of the Non-Profit Organisations Order 2022.

... a prescribed NPO is an NPO that, during the preceding 12 months has -

1. raised funds exceeding £1,000 from outside Jersey, Guernsey, the Isle of Man, England and Wales and Scotland; or

2. disbursed funds exceeding £1,000 outside those jurisdictions.

Do we have your most up to date information?

Article 9 of the Non-Profit Organizations (Jersey) Law 2008 contains the obligation for NPOs to inform us of any changes to information provided previously.

Please ensure that all confirmations of changes are sent to us writing, within three months of the change.

The confirmation can be sent to our NPO team at npoenquiries@jerseyfsc.org.

NPO term of the quarter

Using external parties such as an associate NPO might increase the risk that your NPO’s funds may be abused or diverted away for terrorist financing.

Selection, due diligence, and oversight of associate NPOs forms a crucial part of a responsible NPO’s activity.
