2. Adult social care and COVID
Back in 2018, a parliamentary inquiry recommended developing a long-term funding solution for adult social care, covering housing as well as health and social care services. It suggested additional funding be raised through Council Tax reform, a new ring-fenced social care premium for the over-40s or increases to inheritance tax above a certain threshold.
In common with previous recommendations, all the way back to Dilnot in 2011, it was ignored - and now the pandemic has made a bad situation even worse. I don't know whether another inquiry is good news or bad news - but we're getting one anyway. And they'd like your views...
