  • A total of eight incidents have been recorded globally during this reporting period.
  • West Africa VRA/HRA: Four incidents have been reported this week.
  • Indian Ocean VRA/HRA: One incident has been reported this week.
  • Southeast Asia Region: Two incidents have been reported this week.
  • Americas Region: One incident has been reported this week. As we received it after sending last week’s weekly report, two incidents that occurred last week have been included in this weekly report.

Regional Summary
  • Four incidents were reported this week.

  • These incidents saw a suspicious approach on a tanker whilst anchored 20nm off Conakry, Guinea, a robbery that occurred on a bulk carrier whilst anchored at Conakry Anchorage, Guinea and two pirate attacks. One on a tanker whilst berthed at Malabo Island, LNG Terminal, Equatorial Guinea and one on a tanker approximately 116nm south of Lome, Togo.

  • The pirate attack that took place at Malabo Island saw one member of crew kidnapped in the incident.

  • There have now been thirty three pirate attacks this year accounting for 31% of the total incidents.

Regional Summary
  • One incident was reported this week.
  • This incident saw a general alert issued notifying mariners that a live military exercise will be carried out by Iranian Forces between 14th October and 21st October.
  • This was the third general alert issued for Iranian live firing exercises so far this month.
  • There have now been twenty one general alerts issued so far this year accounting for 49% of the total alerts.

Regional Summary
  • Two incidents were reported this week.

  • These incidents saw an attempted robbery occur on an underway tanker whilst underway in the Eastbound Lane of the Traffic Separation Scheme, Singapore and a robbery on an underway bulk carrier whilst underway in the Eastbound Lane of the Traffic Separation Scheme, Singapore.

  • Twenty two of the incidents that have taken place so far this year have occurred in Singapore accounting for 27% of the total incidents.

  • There have now been seventy seven robberies in the region accounting for 94% of the total incidents.

Regional Summary
  • One incident reported this week. Two incidents have been included that was received after last week’s report was sent.
  • These incidents saw three robberies occur. One on an anchored bulk carrier at Callao Anchorage, Peru, one that took place on a tanker at Callao Anchorage, Peru and one that occurred on a bulk carrier whilst drifting 5.4nm northwest of La Salle, Haiti.
  • There have been seven robberies that have occurred at Callao Anchorage, Peru accounting for 23% of the total incidents.
  • Bulk carrier’s have now been involved in eleven incidents so far this year accounting for 35% of the total incidents.

Terminology

This report is produced in partnership with with Clearwater (CWD).  All findings are predictive and estimative. To communicate these findings clearly and in order to accurately compare threat levels, the report uses a variation of terminology used by the UK Foreign and Commonwealth Office (FCO).

Piracy: CWD/CV have adopted the definition of piracy similar to that given in the BMP. Content within this document uses the term ‘piracy’ which includes all violent and non-violent acts against vessels, her crew and cargo which have taken place either in internal waterways, territorial waters or deep offshore. CWD/CV classifies piracy incidents into six categories:

Hijacking – Crew lost control of the vessel for a sufficient period of time and then pirates kidnapped at least one crewmember and/or passenger (s)

Pirate Attack – Vessel was attacked with gunfire or RPG fire and/or then boarded the vessel with the intent to hijack and/or kidnap at least one crewmember(s) and/or passenger(s)

Robbery – Vessel is boarded with criminal intent, theft does not have to occur

Suspicious approach/vessels – Suspicious activity reported (i.e. a vessel was approached by unidentified craft with one or more persons on board) or sighting of firearms and boarding equipment on board a suspicious vessel and/or sighting of a confirmed pirate mother ship

General Alert – A reported incident has been released by authorities to notify seafarers of a possible incident which is still being investigated/confirmed. This can also be a warning of an imminent Danger to seafarers

Caution – An unconfirmed warning of an incident that could affect seafarers which CWD Operations Centre has received.
