Dear USET/USET SPF Family, The Indian Health Service (IHS) recently announced the selection of General Dynamics Information Technology, Inc. to build, configure, and maintain the IHS's new enterprise Electronic Health Record (EHR) system utilizing Oracle Cerner Technology. The new EHR will replace the Resource and Patient Management System (RPMS) currently utilized by the IHS.
The selection was made following a "rigorous federal acquisition process" and extensive Tribal engagement and consultation. The selection of a vendor is the next major step in the multi-year effort to replace the RPMS with an enterprise EHR system.
The IHS chose to use an Indefinite Delivery, Indefinite Quantity (IDIQ) contract structure to support the recurring needs anticipated in the enterprise EHR. Under the IDIQ contract structure, the IHS will issue specific task orders for technical support and services. This gives the IHS the ability to adjust what it purchases, incorporate lessons learned, user input, and availability of new technology.
Over the next few years, IHS will work to build and configure the new EHR system with the vendor prior to transitioning programs and facilities into the new system. USET SPF previously submitted comments to the IHS on this program urging transparency and consultation throughout the implementation process. Our comments also requested funding for implementing the new EHR system at Tribal facilities, as well as funding for Tribal Nations that independently transitioned to a commercial off-the-shelf (COTS) EHR ahead of the IHS process.
