A Holiday Gift this Season . . . DER is Here to Help!
As the holidays ramp up, DER wants to offer some holiday treats that may help reduce unnecessary stress this season. A faculty member recently asked, "Why do I need to go through DER/OSP/CGA at the proposal stage?" DER assists with your pre-award proposal development and acts as your liaison between Office of Sponsored Programs (OSP) and Contract and Grant Administration (CGA) throughout proposal development, submission, and award negotiation. DER also assists with some of your post award steps including re-budgeting and award revisions such as personnel changes and overhead credit allocation changes. In all these situations, DER is here to help you navigate these necessary processes as smoothly as fresh frosting spread across your holidaycookies.
Partnering with DER and OSP at proposal stage…
will aide you in understanding any solicitation requirements and aid in providing any sample docs that may help you more quickly develop your proposal.
will ensure MSU is eligible to submit a proposal for that specific solicitation (i.e.: institutionally limited announcements) and provide instruction to navigate MSU’s mandated steps.
will help you navigate the proposal development process efficiently and ensure that required steps are not missed.
will ensure that F&A and other rates are correct so that costs are properly allocated, and your department doesn’t have to cover unexpected overages if awarded.
will lay the foundation during proposal development stage to allow MSU to submit just-in-time materials, negotiate contracts, and set up awards without unnecessary delays.
will create an institutional record and ensure you receive credit for your proposal.
keeps your department and college in the loop about proposed and existing projects.

Good afternoon colleagues. Sponsored Program Administration (SPA), the Office of Sponsored Programs (OSP), and Contract and Grant Administration (CGA) will be observing the extended holiday break as announced by President Stanley on Friday, November 19th starting December 24, 2021 through January 3, 2022.
What does this mean for proposal deadlines?
OSP would encourage campus to follow the Deadline Policy and have all proposals with deadlines from Friday, December 24, 2021 through Monday, January 3, 2022 to OSP by Tuesday, December 21st. However, proposals need to be submitted to OSP by 8:00 a.m. on Thursday, December 23rd to be submitted for any deadlines that fall between December 23rd and January 3rd.
What does this mean for other award or reporting deadlines?
All other award or reporting deadlines during this timeframe that require SPA/OSP/CGA involvement, will need to be submitted to OSP/CGA/SPA by 8:00 a.m. on December 23rd. Please communicate known deadlines to the appropriate group within SPA/OSP/CGA as soon as possible or at least by December 16th.
