Dear Members,
April was a dynamic month for P@SHA, showcasing our continued commitment to advancing Pakistan’s tech industry on both local and international fronts. We began with a strong presence at the 85th APICTA EXCO Meeting in Sri Lanka, reinforcing Pakistan’s role in shaping Asia Pacific’s innovation landscape. Strategic global engagements followed with the signing of MoUs with RUSSOFT, sAi Venture Capital, and JICA, aimed at fostering investment, digital collaboration, and support for Pakistani startups and enterprises.
Among our key collaborations this month, the partnership with RUSSOFT stands out as a significant step towards enhancing Pakistan's IT export capacity. This collaboration will enable knowledge sharing, as well as open new avenues for local companies to tap into the global software development market. Another milestone collaboration was with sAi Venture Capital, which is set to support Pakistani startups by providing financial backing and strategic mentorship to scale their operations in the global market.
On the domestic front, our HBL P@SHA CXO Meetups in Karachi and Faisalabad provided platforms for members networking and direct dialogue with key stakeholders. We actively contributed to policy discussions at the DFDI 2025 Forum and held important engagements with the Ministry of IT and FBR, focusing on reforms in taxation, regulatory clarity, and ease of doing business.
Furthering our outreach and skills development agenda, P@SHA met with GIZ and NAVTTC, pushing for collaborative initiatives to strengthen digital skills and the TVET ecosystem. Meanwhile, our engagement with the Commonwealth Enterprise and Investment Council opened doors for broader Commonwealth-wide partnerships.
As we continue to advocate for the industry’s growth, these activities reflect our strategic focus on internationalization, ecosystem development, and policy influence—ensuring our members are empowered, connected, and future-ready.

APICTA EXCO Meeting 2025: Strengthening Regional Collaboration and Innovation
The 85th APICTA EXCO Meeting, held on April 4th and 5th, 2025, in Colombo, Sri Lanka, brought together tech leaders and representatives from 17 member economies to discuss the future of innovation, collaboration, and industry growth in the Asia-Pacific region. The event kicked off with a special welcome dinner hosted by Ruwan Amarasekara and Vajeendra S Kandegamage from BCS, which served as an opportunity for EXCO members and representatives from FITIS and BCS to network and establish meaningful connections ahead of the official sessions.
Pakistan’s delegation was led by Muhammad Zohaib Khan, Former Chairman of P@SHA, Dr. Shoab Khan, Former CEC Member and Head of Judging Committee at P@SHA, and Ali Hasani, Secretary General of P@SHA. These representatives advocated for Pakistan’s increasing role in the regional digital economy and participated actively in high-level discussions aimed at shaping the future of the tech industry across the region.
A notable achievement was Dr. Shoab Khan’s completion of two impactful years as Chair of the Judging Subcommittee at APICTA, where his leadership and commitment maintained the highest judging standards. His efforts have helped ensure that APICTA remains a benchmark for excellence in the tech sector.
Additionally, Muhammad Zohaib Khan was appointed to the APICTA Subcommittees on Marketing and Governance, further strengthening Pakistan’s representation in APICTA’s initiatives. As a member of these subcommittees, Zohaib Khan will focus on advancing regional collaboration and fostering growth within the global tech ecosystem.
The first day of the meeting set the stage for productive discussions on enhancing innovation and cooperation within the Asia-Pacific tech landscape. With continued representation in key APICTA subcommittees, Pakistan is well-positioned to contribute to the development of a stronger, more collaborative tech environment in the region.

P@SHA x Japan International Cooperation Agency (JICA) – Strengthening Ties for a Stronger ICT Future!
On April 14th, 2025, P@SHA had the pleasure of hosting a meeting in Islamabad with the esteemed delegation from Japan International Cooperation Agency (JICA) as part of their ongoing project “Strengthening Business Collaboration of ICT Industry in Pakistan.” The meeting was graced by P@SHA Chairman Mr. Sajjad Syed, along with CEC Members Mr. Salman Dar and Dr. Sonia Saleem, and Secretary General Mr. Ali Hasani, who actively contributed to the conversation with valuable insights.
We were honored to welcome a team of experts from JICA, including Mr. Shosei Yamamoto - Team Leader, Mr. Yoichi Kogure (Sub-Team Leader), Mr. Hisashi Ogiso - Marketing Expert, and Business Matching Experts - Mr. Satoshi Imura & Mr. Jun Kimura. Their visit shows a strong interest in working together to grow Pakistan’s ICT industry.
During the meeting, both sides discussed how to build stronger connections between businesses in Japan and Pakistan. They shared ideas, explored ways to work together, and discussed future opportunities that can help the tech industry in Pakistan grow.

On April 24th, 2025, a productive meeting took place between P@SHA and HBL, focused on building a stronger partnership and creating more value for our members.

We kicked off with a welcome note by Muhammad Umair Nizam, Senior Vice Chairman & Brand Chair, P@SHA. The event concluded with closing remarks by Raheel Iqbal, Vice Chairman P@SHA, who emphasized the collective vision for the future of Pakistan’s tech ecosystem.

P@SHA at DFDI 2025: Driving Global Tech Collaboration
P@SHA took part in the Digital Foreign Direct Investment (DFDI) Forum 2025, held in Islamabad and organized by the Ministry of IT & Telecom in collaboration with the Digital Cooperation Organization (DCO). Supported by PSEB and P@SHA, the forum welcomed delegates from over 40 countries, spotlighting Pakistan’s digital economy and investment opportunities.

On April 29th, 2025, a significant milestone was achieved as P@SHA officially signed a Mutual Investment Corporation Agreement with RUSSOFT, Synercon Technologies, and the Business Association for Cooperation with Pakistan (BACP). This collaboration sets the stage for new investment opportunities, with RUSSOFT committing to raise up to USD 500 million for P@SHA member companies, fueling growth and innovation within Pakistan’s tech sector.
The agreement was signed by Jawad Rehman - President of BACP, Ali Hasani - P@SHA Secretary General, and jabbar khan - Chief Executive Officer of Synercon (Pvt) Ltd., in the presence of key figures including P@SHA Chairman Sajjad Syed, P@SHA Senior Vice Chairman Muhammad Umair Nizam, P@SHA Vice Chairman Raheel Iqbal, Treasurer Muhammad Haris Naseer and CEC Members: Abdul Wahab, Hassan Bin Rizwan, Salman Dar, Sheikh Abdul Qadir, Usman Akbar, Dr. Sonia Saleem, and Nadia Iqbal. On April 29th, 2025, a major step forward was taken as P@SHA and sAi Venture Capital signed an agreement that promises to bring exciting opportunities for Pakistan’s tech industry. Through this partnership, sAi has committed to mobilizing and raising up to USD 100 million in investment for P@SHA member companies, providing a huge boost to innovation and growth within the sector.

Budgetary recommendations and Tariff imposition by US
P@SHA met with the Ministry of IT and Telecommunication alongside PAFLA and PSEB to discuss key challenges facing the IT sector. P@SHA was represented by Chairman Sajjad Syed, Secretary General Ali Hasni, CEC Member Salman Dar, and Manager Policy & Government Affairs Laraib Farhat, The meeting focused on simplifying tax processes, addressing disparities in tax rates between freelancers and companies, and pushing for clearer policies on digital payments and double taxation. There was strong emphasis on reducing overdependence on single markets, supporting freelancer-to-enterprise transitions, and improving Pakistan’s digital visibility globally. The Ministry committed to releasing a stronger policy proposal this year and encouraged the industry to amplify positive stories from Pakistan’s tech ecosystem.
