Shortage of labour has been a hot topic in the Baltic States over the past couple of years. Emigration, demographic situation and pressure on wages have all contributed to the ever-increasing difficulty for employers to fill the vacant positions, both high-skill and low-skill. Although there are some efforts by the respective governments to foster re-emigration, as well as attempts by employers to introduce local mobility programs, it is clear that in many cases attraction of workforce from abroad is the only viable solution.
