New name - new logo

We are pleased to announce that the Council of Europe/European Union ‘Programmatic Cooperation Framework for Eastern Partnership Countries’ has been renamed the ‘Partnership for Good Governance’.

Civil participation in EaP

A new study on "Civil Participation in Decision Making in the Eastern Partnership Countries Part II: Practice and Implementation" has just been published.

It contains 24 case studies from Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. Analysts from the six countries examine the extent to which laws and policies are applied and implemented. The authors look at case studies in each country to examine in detail how participatory policymaking is working in practice, and then offer recommendations for each country.

Protection and promotion of human rights

Numerous activities have taken place under this theme, particularly under promoting equality and human dignity, promoting human rights education and democratic citizenship, protecting minorities' rights and strengthening the implementation of European human rights standards.

Combating threats to the rule of law

Training programmes have been launched and expert dialogue continues under the criminal justice action on cyber crime project. Training and other actions also took place under the fight against corruption and money-laundering projects.

Prison publications

Our penitentiary reform project team in Ukraine have produced several guides for prisoners and for prison staff. One being the Prison Management Booklet which provides practical and theoretical guidance in managing prisons.

It aims to improve the skills of Ukrainian prison staff to use existing resources and to apply appropriate management techniques to achieve better results in the field of enforcement of criminal sanctions. They have also published a Handbook on Prisoners’ Rights. Both publications exist in English and Ukrainian

Addressing challenges of the information society

Work continues on promoting professional and responsible journalism in Eastern Partnership countries, internet governance and data protection through training seminars and meetings.

Promoting democratic governance

The Venice Commission continued its work on reforming electoral legislation and practice. A workshop was held on the application of the Council of Europe Local Finance Benchmark toolkit attended by participants from Armenia and Georgia.
