The clock is quickly ticking down to May 13th, 2024 – the day CARM revolutionizes how duties and taxes are handled for shipments entering Canada. At GHY, we're not just counting down; we're actively preparing to ensure that your transition is as smooth as possible.
CARM Transition Plan Highlights
CARM's Arrival: On May 13th, 2024, CARM becomes CBSA's official accounting software system.
Legacy Shutdown: CBSA's legacy accounting system will go offline from April 26th to May 13th, 2024. It is important to note that final accounting will not be completed during this period.
Impact on Goods: The electronic submission system for goods will experience a period of downtime starting late in the evening on Saturday, April 27th, and is anticipated to resume early in the morning on Sunday, April 28th. The exact times for this interruption are still to be announced by CBSA. GHY will process all entries received within a sufficient timeframe before the system goes offline. Beyond this 10-hour maintenance window, the transition plan is designed to ensure that the clearance of goods remains unaffected, allowing your goods to continue clearing as usual. The CBSA is dedicated to maintaining the smooth flow of trade during this period.
Final Accounting with CARM: CBSA will take on the responsibility of finalizing duty and tax calculations. GHY will still submit entry filings; however, CBSA will review and assess if they deem our calculations to be accurate. CBSA will revise our data should there be a calculation they believe is inaccurate, and their figures will be final. Therefore, providing your broker with complete data at the time of release is essential to ensure accurate filings and prevent any discrepancies.
Invoicing During Transition: GHY is committed to supporting our clients’ needs. To ensure a smooth transition, we will continue sending invoices during this transition period (April 26th – end of May 2024). Please note, that calculations will be treated as estimates until the transition is complete, and any backlogs are resolved. These will only be finalized once the new CARM system is fully implemented and validated by the CBSA.
