TIPPING⁺ Newsletter: Issue 4

TIPPING+ has produced five (5) policy briefs that summarise and integrate in a cross-cutting mode the main policy learnings from the project on how to accelerate the sustainable decarbonization of Coal and Carbon Intensive Regions (CCIRs). Each policy brief is based on information from project deliverables, case studies and published or ongoing scientific publications. The overall goal is to support more robust policy and decision-making processes with input from stakeholders in CCIRs and shed light on possible interventions that could be implemented at European, national or regional/local level.

This policy brief shares the insights on how to accelerate systemic investments towards clean technologies in CCIRs. In order to do that, it adopts a full-systems transformations perspective that highlights the importance for policy makers and economic entrepreneurs to identify the key opportunity spaces, actors, needs, capacities and a portfolio of required strategic sensitive interventions necessary to connect and synergize investments chains in both upstream (e.g., extraction) and downstream (end- products production) technological and market operations.

This policy brief describes how deliberate governance multi-level innovations can support the emergence of fast, just and structural changes and agents transformative capacities in CCIRs. In governance systems, tipping points can be understood as a discontinuity where a given system of reference fundamentally changes its original structure and dynamics. Enacting deliberate positive tipping points in governance requires innovations that put justice as the core of new forms of actors’ coordination and interactions.

This policy brief underlies the role of cultural, demographic and identity issues in policy strategies aimed at fostering public engagement and support for the development of energy communities in support of sustainable transformations in CCIRs. In order to do that, it places particular emphasis on the role of trust, social representations, collective meaning and identity-making processes. It also describes the role of behavioural factors affecting new forms of collective action, as well as of denial and resistance, related to decarbonisation processes.

In Europe, great regional differences exist in terms of economic and decarbonisation performance that need to be taken into account in future re-regionalisation processes. Aligned with the goals of EU mission on Adaptation and Climate change to support the transformation of at least 150 regions to become climate resilient by 2050, this policy brief summarises the insights on how to drive transformations from regional economies largely based on a single high-energy intensive sector to more diversified, inclusive and regionally resilient ones.

Justice, in its multiple dimensions, scales and understandings, is both a trigger and outcome of any process aimed at tipping regions towards structural low-carbon systems transformations. This policy brief highlights the importance of taking into account different notions of justice that not only consider traditional notions of recognition, distributive and procedural justice, but also that address more structural and ultimate causes of injustice, or transformative justice, when addressing low-carbon transformations in CCIRs.

TIPPING⁺, the EU-funded research project led by 10+ Academic and Civil Society Partners from Europe and beyond that studies clean-energy transitions in Coal and Carbon Intensive Regions (CCIRs). T+ advances the scientific understanding of the critical concept of Social-Ecological Tipping Points (SETPs) that lead to the transformation of an energy-dependent region towards a low-carbon industry, economy and society.
