Dear USET/USET SPF Family,
The Emergency Rental Assistance Program (ERA1) was established by the Consolidated Appropriations Act of 2021 and authorized up to $25 billion to assist households with rent or utilities payments. ERA1 funds were provided to Tribal Nations, states, U.S. territories, and local governments. Throughout 2021, the U.S. Department of the Treasury allocated ERA1 funds to eligible entities and on September 30, 2021, the statute directed Treasury to being reallocating excess ERA1 funds.
To support Tribal Nations with the ERA1 grant closeout process, Treasury will host a training session on how to submit the Final Report on Tuesday, January 10, 2023 at 3:00pm ET. To join this training session at its specified date and time, please click here. Further details regarding the closeout report process are as follows—
Group A
- For Tribal Nation recipients that did not receive reallocation funding, the grant must be closed out by January 30, 2023. Grant closeout activities include finalizing journal entries, returning unused funds if applicable, and submitting the closeout report. Please see the ERA1 Closeout Resource for detailed information.
Group B
- For Tribal Nation recipients that did receive reallocation funding, the next quarterly report is due on January 17, 2023 for the period covering 10/01/2022 through 12/29/2022. The grant must be closed out by April 28, 2023.
After the submission (or submission deadline) of the grantees’ Final Report, Treasury will implement a closeout review of ERA1 awards, which may include—
- Requesting verification of closeout information from grantees;
- Sending repayment instructions to grantees;
- Engaging grantees to resolve any issues found in their Final Report; or
- Initiating or furthering applicable remediation actions.

During the 117th
Congress, USET SPF advocated for a one-year extension of ERA1 Program funding by signing on to a joint inter-Tribal organization letter to Congressional Leadership on September 16, 2022. Unfortunately, this bill was not enacted into law and the ERA1 Program funds did not receive an extension.
