Last week's question was a toughie with only one correct answer (way to go, Dot)! Doc Goddard's appointment as head of the Department of Environmental Resources was unusual because he was opposed to the formation of the department, taking as it did resource management and regulation/ enforcement under one umbrella. He firmly believed that these were two very different missions and should remain two separate departments. In the end (July 1995), his philosophy won the day and DEP and DCNR were once again separated.
