Dear USET/USET SPF Family,
On November 9, 2023, Treasury issued a Dear Tribal Leader Letter (DTLL) announcing upcoming Tribal consultation on a new Interim Final Rule (IFR) on the Coronavirus State and Local Fiscal Recovery Funds (SLFRF). This new IFR amends the definition of “obligation” in the SLFRF and provides additional guidance and clarifications. These include guidance and clarification on compliance and administrative costs, obligating personnel costs, indirect cost rates, justification for compliance, administrative, and personnel costs, application of obligation deadline to subrecipients and contractors, contract and subaward amendments, and contract and subaward replacements.
