            This Week In Climate

            As the grueling heat in Texas and Mexico lurches into its third week, a picture of summers in the Anthropocene is coming into view. The heat wave briefly turned Texas into one of the hottest places on Earth, albeit still behind India, where temperatures are pushing the “limits of survivability”. While searing heat is hopefully making the case for climate action clearer, it is also reviving some questions about the wisdom of our near-term plans for adapting to the climate crisis.


            Gas Power Teetering on the Edge

            Natural gas (or methane gas, if you don’t want to use the standard euphemism “natural”) surpassed coal as the predominant source of electricity in the United States in 2016. But this reliance on natural gas has exposed vulnerabilities in the country's power grid, chief among them being a lack of resilience to the effects of climate change.


            Since the fracking boom began around 2010, proponents of methane gas have pitched it as a “transition fuel” to help the global economy ease into renewables by using a less-polluting fossil fuel. Natural gas appeared to have the advantages of what energy wonks call “firm” power – electricity that can be generated 24 hours a day on-demand – without the heavy carbon profile of coal.


            Unfortunately, we learned this February that the climate impacts of methane leaks from the energy sector are undercounted by as much as 70%. And with climate change arriving well ahead of schedule, it now appears that gas-fired power plants aren't as “firm” as promised, either.


            The infrastructure for natural gas plants and pipelines was not designed with extreme weather conditions in mind, leading to power interruptions during climate calamities. Many gas generators are equipped with one in-bound pipeline or source, creating a single source of failure if the pipes are compromised during winter storms or summer demand surges.


            Just take Texas for example, where this week saw a new record for electricity demand to keep air conditioning units running through the heat wave. Texas officials are watching to see if the state’s grid holds up better than in 2021, when it infamously went offline for days during a bomb cyclone.


            The problem extends far beyond Texas. A Bloomberg investigation this week revealed that during a cold snap last December, 63% of the outages on the country’s largest electricity network were from gas power plants, despite only making up 44% of its grid.

            The growing dependence on natural gas also poses a long-term challenge as the country transitions to renewable energy, as the gas infrastructure may become obsolete


            Efforts to prevent grid failures include fines for underperforming generators and the implementation of capacity markets, where generators are paid to be available in case of emergencies. However, the fines have led to bankruptcy for some companies and are considered a failed experiment. PJM, the largest grid operator in the US, is working on improvements to its capacity market and considering stricter winterization standards for power plants. Proposals include requiring backup fuel on-site or access to multiple pipelines.


            Some industry experts argue for federal oversight to mandate standards for gas grids, while others, perhaps unsurprisingly, suggest increasing excess generation. Ultimately, if renewables continue to outperform fossil fuels during extreme weather events, the case against expanding gas may become self-evident to ratepayers left out in the cold.


            Climate’s Healthcare Costs

            A report issued this week by the Center for American Progress estimates that extreme heat will result in $1 billion in health care-related costs this summer alone in the United States. The analysis projects a significant increase in emergency department visits and hospital admissions due to conditions related to cardiovascular, kidney and respiratory diseases.


            That has been the case this spring in New York City, where a recent incursion of smoke from Canadian wildfires led to an 84% spike in hospital admissions for asthma-related conditions.


            The study found that the health impacts of extreme heat is particularly severe among urban poor communities, which often lack access to air conditioning and green spaces.


            The study focused on Virginia, where an average of 80 extreme heat days occurred every summer from 2016 to 2020. Virginia hospitals saw 4,600 emergency room visits for “heat-related illnesses” within that period, mostly for common symptoms such as heat cramps, heat exhaustion, and heat stroke.


            That’s almost certainly an underestimate, however, since many cases go unreported and can be difficult to diagnose apart from other pre-existing conditions in any given patient.


            The good news is that several potential solutions are already at hand. Wealthy neighborhoods are often marked by tree-lined streets, which can reduce local temperatures by 20-45 degrees compared to unshaded areas.


            Urban tree–planting projects are in development across the country to improve neighborhood resilience to extreme heat, along with other measures like implementing energy bill subsidies for low-income residents.


            Clearer communication about heat illness symptoms and improved forecasting by local emergency management officials are also going to be critical as part of an overall recognition among urban leaders that cities are entering a new era in climate adaptation, whether they are ready for it or not.
