Countdown to the EaP Civil Society Conference and 9th EaP CSF Annual Assembly

On 25-27 October, Tallinn will be hosting the Eastern Partnership Civil Society Conference and 9th Annual Assembly of the Eastern Partnership Civil Society Forum (EaP CSF). The event is particularly meaningful, as it takes place only a month before the 5th Brussels Eastern Partnership Summit, where Heads of State and Government from the EU member states and partnership countries will discuss how to strengthen cooperation in the four Riga priority areas of economic development, governance, connectivity, and people-to-people contacts. 

In preparation to the EaP Summit, during the Civil Society Conference and 9th EaP CSF AA, the Civil Society Declaration to the Summit will be adopted and presented to European Commissioner for Enlargement Negotiations and Neighbourhood Policy Johannes Hahn. The document was jointly developed by the CSOs gathering in Tallinn, with the aim of offering specific recommendations on how governments and civil society organisations can better cooperate to ensure the democratic transition in EaP countries and the smooth implementation of the 20 Deliverables for 2020.

On 26 October, the EaP CSF 2017 Pavel Sheremet Award will be presented. In recognition of his bravery and fearlessness, the imprisoned Azerbaijani journalist Afgan Mukhtarli was selected the winner of the award. Mr Mukhtarli has demonstrated extraordinary courage in journalism and outstanding achievement in the cause of freedom of speech in the EaP region in 2017. Despite ongoing harassment by the government and the risks to his own safety and freedom, he never ceased to investigate high-level corruption and conflicts of interest among officials, also raising human rights issues. Mr Mukhtarli was abducted in Georgia and sentenced to a pre-trial detention on politically motivated and arbitrary charges. In an appalling violation of freedom of expression, the court recently extended his detention until the end of October. The EaP CSF Pavel Sheremet Journalism Award was established in 2016 in order to recognise remarkable reporting on injustice and human rights abuses in the EaP region.

We are expecting many challenging and pertinent questions to the speakers. Therefore, also this year we are going to use the innovative audience interaction tool Sli.do to collect the questions from the floor. Slido is a web based tool designed for meetings and events which allows the audience to engage into live Q&A sessions and polls, which will also be used during the adoption of the Civil Society Declaration. The event code for the EaP Civil Society Conference and 9th EaP CSF Annual Assembly is #eapcivilsociety. To participate, attendees should access the official website of Slido and enter the event code. Another feature of Slido is Twitter integration, allowing participants to ask questions or send messages through their Twitter accounts by including the event code in their question or message. The plenary sessions will be webstreamed on the event page. Those members who will not be present in Tallinn can join the discussions on Sli.do via the official hashtag of the event.

Civil Society Declaration to EaP Summit Should Act as a Catalyst for 2020 Deliverables Implementation

On September 12th, Steering Committee Member Iurii Vdovenko took part in the 7th Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP) Annual Meeting in Brussels.

As representative of EaP CSF, Vdovenko had the chance to stress the importance of civil society’s role for the achievement of an efficient local governance, as well as to present the EaP CSF Policy Brief on the 20 Deliverables for 2020 Document. In his speech, he referred to the Civil Society Declaration to the EaP Summit, focusing on new job opportunities at the local and regional level, rule of lawanti-corruption mechanisms and public administration reform.

EaP Think Tank Forum 2017


Renewed Commitment to the EaP and Role of the Civil Society in Focus at EaP TTF 2017

Over 60 international and local experts gathered in Chisinau on 22 September for the first edition of the Eastern Partnership Think Tank Forum (EaP TTF). The event was created to enhance connections among the think tank community from the EU and EaP countries, with the aim of generating a maximum impact on their research, policy making and advocacy activities in promoting European values across the EaP region. 

The day of discussions led to the development of a set of policy recommendations for the EaP Summit, building up on the 20 Deliverables for 2020 document, reviewed in June. It was stressed that the Civil Society Declaration should send a clearer political message, with the EU and partner countries recommitting to the EaP, while acknowledging its achievements, and recognising the European aspirations of the partners.

Muted Voices of Dissent: End of Media Pluralism in Crimea

In September, the Eastern Partnership Civil Society Forum co-organized a number of advocacy meetings and a public event on the present situation of human rights and the state of media freedom in Crimea.

Two prominent civil society and human rights activists from the peninsula came to Brussels and met with several MEPs, policy advisors in the EPEEAS and DG NEAR. The public event took place on Wednesday 27th September and shed light on the state of freedom of speech and its violation in Crimea, as well as the situation of the media landscape.
